I wonder why it has taken so long to identify thyroid disease

Well after 3 1/2 years of on & off blood tests by my old surgery I've just been retested for thyroid problems and the blood test came back as overactive. Thing is the previous tests I was always told that I was fluctuating (as shown by my blood tests) between normal and underactive! So how can I suddenly be overactive!?
